Required and Recommended Tournament Guidelines for CDSA Sanctioned Tournaments

These guidelines and recommendations are the culmination of numerous CDSA Board meetings and member input. These efforts add to the consistency of the CDSA Thin Air Tour. Please let us know if you have any questions, comments, or need any help with your tournament. NOTE: ***** If a CDSA sanctioned tournament DOES NOT follow these requirements and guidelines, the CDSA Board may choose to withhold future CDSA sanctioning from that tournament. *****

 

CDSA is offering several things to tournament directors in 2008.

  • Pay Pal is available on the CDSA website for players to register for the tournament online. Contact Mike Livingston to set this up for you using mike@coloradodisc.com
  • Schedule coordination through the PDGA and posting of the events on the CDSA website.
  • A leader board, canopy, and scorecard holders

CDSA Requirements - All CDSA sanctioned events MUST comply with all of the following:

  • Fill out, sign and return this Sanctioning Agreement, along with your $15.00 Sanctioning Fee.
  • All CDSA tournaments will also be PDGA sanctioned.
  • Strict enforcement of all PDGA rules of play and technical standards for equipment will be required.
  • TD must be current PDGA and CDSA member.
  • Course must have 18 or more holes.
  • Minimum holes played - One day tournaments - 36 holes / Two day tournaments - 54 holes.
  • Pass PDGA Officials test - PDGA Tournament Directors (TD) have to pass the Official’s Exam. The fee for taking the test ($10) can be included in total expenses for the event. Any TD unable to pass the test must get a certified PDGA Official willing to have their name substituted on the PDGA Sanctioning form.
  • Officials for National Tour/A Tier - One of the required officials must be non-playing.
  • Pay PDGA Sanctioning fee as the PDGA Sanctioning Agreement requires, according to Tier Level - Include as part of Tournament expense.
  • Pay PDGA participant fee which varies between $2 and $5, according to Tier level, per player. - Include as part of Tournament expense.
  • CDSA Sanctioning Fee used by CDSA to promote disc sports only. These fees will be used to educate and provide baskets under the Basket Program. This fee is paid before the event is scheduled, just like the PDGA fee. This does not cover the other cost of $1 per participant at the event. - Include as part of Tournament expense.
  • Pay CDSA Participant Fee - All TD’s will pay the CDSA $1 per participant fee for their tournament. This money will be used for series-end divisional awards or a similar purpose. - Include as part of Tournament expense.
  • Flyers need be sent to the membership (via the CDSA Newsletter or mass mailing) - provide flyer according to the following table.

  • Entry forms need to provide an agreement to follow PDGA rules and a liability disclaimer.
  • Conduct a players meeting.
  • During the players meeting, the TD should emphasize the PDGA drug and alcohol policy.
  • Provide Bathroom facilities (either public or rented) for players use during the round.
  • Cover local rules (OB, mandatories, etc.)
  • Cover general rules for new players - Players clinic recommended.
  • Post prize payout no later than halfway through the event.
  • Payout tables are found in the PDGA Sanctioning Agreement.
  • TD’s must turn in all required reports and fees to the PDGA within established time frames for that Tier.
  • TD’s must turn in completed compiled scores and applicable CDSA fees to the CDSA Statistician within the same timeframes.
  • Forwarding the scoring worksheet from the PDGA electronic report is adequate reporting process for the CDSA.
  • The CDSA authorizes one disc-related vendor to sell the CDSA logo discs, provided they also sponsor the event. The CDSA does intend to sell non-disc related merchandise during CDSA events with approval from the sanctioning parties. Vendors are encouraged to sponsor any event and will only be allowed to sell if they sponsor that event.
  • Any and all PDGA rules not listed herein are still deemed requirements for any CDSA sanctioned event.

CDSA Recommendations - The following steps are strongly suggested to improve the quality of your CDSA event:

  • To ensure PDGA sanctioning, coordinate with the State Coordinator for the PDGA this is required in 2008.  
  • Contact the CDSA or State Coordinator to help identify authorized TD’s.
  • Optional PDGA Tournament Insurance is highly recommended.
  • Player packages - PDGA requirements dictate value of these packages in 2008 according to Tier level. Strongly recommend that all tournament directors provide a player’s package so that every participant comes away from the tournament with something. You may add to your entry fee to cover the cost. It is also recommended to find sponsors willing to donate merchandise, discounts, etc. for the player’s package.
  • Entry fees should cover trophies, players’ packages, and prizes. Add PDGA and CDSA fees to the tournament entry fee (Example: entry fee - $30, PDGA fee - (varies by tier level $2 to $5), CDSA fee - $1, total collected = $33 to $37)
  • All PDGA recognized divisions should be offered if there are at least four willing participants for that division. If there are less than four participants in the Junior and Women divisions, the TD should offer the division anyway.  
  • The CDSA wants to encourage having at least one women’s division in Open and Amateur divisions.  Having 1 or more players allowed to play after arriving will afford better participation by women.  Having 1 player in each Advanced, Intermediate and Recreational is discouraged, but having one Amateur division with 3 players would encourage competition.  Rewarding all three is an option that is highly encouraged.  The same goes for Juniors, having them all together, but recognizing the age divisions helps encourage the participation.
  • The PDGA rules have loosened in accordance with an already common practice. In a typical four round event, players may be randomly grouped for the first round, and grouped by score regardless of division for the second round. For all events, players should play at least the last half of competition (i.e. 2 rounds of 4) within their own divisions. There also should be no groups of more than 5, nor less than 3.
  • Provide a course map with OB, mandatories, tees, pins, extra holes, etc. if needed.
  • All mandatories, OB, and Tees should be marked as clearly as possible with string, ribbon, signage, etc. the day before the first round.
  • All tees should be marked, including a tee sign above ground where possible. Should also include: 10 meter circles, 2 meter sticks, Ace Pool, CTP, Skins
  • Provide direction or maps of the course from the basket to the next tee for temporary or unfamiliar courses.
  • Drinking water
  • Tournament logo
  • Provide a leader board, scorecards, and pencils.
  • Media coverage
  • PDGA recommends that the TD retain no more than 15% of entry fees.
  • Payouts - Calculate the amount of money available for prizes in each division by subtracting TD retained allowances, player’s packages, tournament expenses, etc. from the entry fee. Pay back a portion of this prize money in merchandise to the amateur divisions, a smaller percentage to the lower divisions. It is recommended that Recreational division receive a 40% payback, the Advanced, Am Masters and Am Women divisions receive a 60% payback and the remainder of the money be redistributed to the prize pool. Complying with the PDGA requirements for payouts is required. It is recommended that the prize pool be divided between the pro divisions by adding it to their division prize pool. With the idea that the best players receive the highest rewards, this can be done one of two ways: distribute proportionally by the numbers of players in each pro division, or distribute 50-60% to Open, 30-40% to Masters and 10% to both Open Women and Grand Masters.
  • Trophies are recommended for at least first place for all divisions played.
  • Players Party - Saturday Night event held at a local establishment to promote disc sports, gathering place to show scores and involve the local community.
